History and Responsibilities
The Brazil-China Science and Technology Innovation Center (BCI) is a non-profit civil association established under Brazilian law and headquartered in Rio de Janeiro. Its agreement was witnessed by the heads of state of both countries, and it was jointly founded by China National Offshore Oil Corporation, China University of Petroleum (Beijing), Petrobras, and the Federal University of Rio de Janeiro to create a high-level strategic platform connecting Brazil and China in science, technology, and innovation.
Main Responsibilities
Guided by technology innovation driving energy cooperation, BCI brings together enterprises, universities, and research institutes to coordinate technology R&D, results incubation, scientific exchange, and talent cultivation, building a closed-loop innovation ecosystem.
Significance
BCI provides a bridge for technical exchange and a platform for sharing achievements among researchers in both countries, making technological innovation a powerful new engine for comprehensive Brazil-China cooperation in the energy sector.

Origin and Milestones
From the signing of the letter of intent to entity-based operations, BCI continues to strengthen the foundation for Brazil-China science and technology innovation cooperation.
November 2024 Letter of Intent Signed
Brazil and China signed the Letter of Intent on jointly establishing the China-Brazil Science and Technology Innovation Center by China National Offshore Oil Corporation, China University of Petroleum (Beijing), Petrobras, and the Alberto Luiz Coimbra Institute for Graduate Studies and Research in Engineering at the Federal University of Rio de Janeiro. The document was included in the list of outcomes from President Xi Jinping’s state visit to Brazil.
December 8, 2025 Registration and Launch
The China-Brazil Science and Technology Innovation Center was formally registered in Rio de Janeiro, Brazil, and began entity-based operations.
March 25, 2026 First Board Meeting
The Brazil-China Science and Technology Innovation Center held its first board meeting, reviewing and approving key matters including the membership recruitment plan.
